Charge rates for services provided at sea-ports

(Promulgated at the Decision No.85/2000/BVGCP on 10/11/2000 of the Government’s Commodities and Prices Committee)

I. Scope of Applicability:

The present fees and dues tariff hereafter are set forth for the following objects:
1. Ships belonging to foreign organizations, individuals.
2. Ships belonging to Vietnamese organizations, individuals, enterprises operating under the Law for Foreign Investment in Vietnam (including chartered ship, leased ship) who conduct transport of exports or imports or transit cargo.
3.
The owners of imports-exports and transit cargo (except for the cargo owners referred to in Joint-Circular No.10/2000/TTLT/BKH-BTP-BNG-BCA dated 15/08/2000 and Decree No.51/1999/ND-CP dated 08/07/1999) who are foreign organizations, individuals or Vietnamese entities acting as agency, authorized representatives for the aforesaid owners.
4. Passengers (including officers and crews of passenger-ships) entering Vietnam from abroad through sea-way and vice versa.

-Services, operation and management of seaports conducted by the authorized entities.

II. Port Zones:

Zone 01: All ports situated in area from latitude 20º north upwardly.

Zone 02: All ports situated in area between latitude 11.5º and latitude 200.

Zone 03: All ports situated in area from latitude 11.5º south downwardly.

III. Specific regulations:

1. Pilotage Fees:

1.2 Ocean ships having not more than 200 GRT (including fishing ships) which need to use pilotage shall pay pilotage fees as follows

2. Tug’s support:

Ocean ships entering/leaving, moving within the port and utilizing engine support service, shall pay the fees as follows:

1. Support ship with horse- power from 500 CV downwardly.

US$ 0.34/CV-Hour

2. Support ship with horse- power between 501 CV and 1000 CV:
For the first 500 CV
From 501 CV

US$ 170 US$/hour.
0.26/CV-hour will be charged.

3. Support ship with horse- power between 1001 CV and 1500 CV:
For the first 1001 CV
From 1001 CV

US$ 300/hour
US$ 0.15/hour will be charged.

4. Support ship with horse- power
between 1501 CV upwardly:
For the first 1500 CV:
From 1051 CV

US$ 375/hour
US$ 0.05/CV-hour will be charged.

3. Mooring/Unmooring Dues:

Ocean ships going into docks or mooring at anchorages, bays shall pay mooring / unmooring dues as follows:

4. Berthage Fees:

Ocean ships going into docks or mooring at anchorages, boyors shall pay the following berthage fees:

1. At berth

2. At boyor

US$ 0.0014/GRT-hour

3. At roadstead , bay

US$ 0.0006/GRT-hour

5. Berthage fees for cargo:

For cargo going through quay, boyor, port bays, the owners or authorized persons of which shall pay the following fees:

1.Cargo handling done at the quay

US$ 0.30/ton

2. Cargo handling done at anchorage

US$ 0.15/ton

3. In case cargo are in form of means of transportation, material handling equipment and other specialized equipment:

+ Bulldozer, shovel, forklift truck, crane, freezer truck
+ 15-seat car downwardly, truck having load weight of 2.5 tons downwards:
+ Car other than the above types:

4. Berthage fees for liquid cargo (liquid gas, gasoline, oil, liquid...) for which handling is executed by a method of direct pumping from ship to tank truck or reservior:

6. Berthage fees for passenger:

Passengers going through quay (arrival and departure) shall pay fees as follows:

9. Garbage Removal:

Price for each time of removal according are as follows (including transportation expenses and removal equipment):

10. Fresh water supply:

Fresh water shall be supplied only upon demand by the ship owners at prices as follows: (including water supply equipment)

1. Supplying water by water pipe system from ashore.

2. Supplying water by sea means of transportation.

11. Tally and counting service:

Price lists of cargo tally & counting, forwarding applied commonly for the objects of the present Decision shall be stipulated by the Director of the enterprises engaged in cargo tally & counting, forwarding on the basis of market prices and actual situation.
